If they are not replying and have not logged onto the website, the book probably isn't lost. If you wait for six weeks after the last time you have reminded them, you will get a Force Received button. That is different than marking it lost because it will not give them back a credit. Marking it lost will give them a credit but you will not lose a credit. When people don't respond, I use the Forced Received button. I have never had someone come back and be angry that I marked it that way.
