Import tax, when ordering books from UK to USA?

Hi all!

I have a question for people living in USA: if you order books from an overseas book shop (for example from UK), how much the shipment can cost until you have to pay additional taxes, when receiving the package?

My wife is in New York in need of a few books, and we're wondering if it's safe to order $92 worth of books from UK or if there's an additional import tax associated with it in the USA. (When ordering to Finland, the limit is 125 euros, but I don't know what kind of rules you have in the USA concerning import taxes.)

Jon, thanks so much for the extensive answer.

In Finland, when you order books (or any other stuff) from outside European Union's tax area, there's always an additional duty associated with the imports, but if the duty is less than 10 euros, it's waived. Since books have here a tax of 8 percent, you can order 124,90 euros worth of books without additional fees. (On dvds the limit is 45,40 euros, because they have a 22 percent tax.)

Looks like the USA regulations are a bit more relaxed in this area.
